About the IPL

The Island Policy Lab is passionately committed to finding solutions to the unique challenges faced by island nations, territories and other small island jurisdictions stemming from social, economic, environmental and natural resource factors. 
Mission

The mission of the IPL is to provide policymakers, corporate public and private leaders and the general public with data-driven and high quality analysis on sustainability issues in islands.  The IPL also provides a shared, open knowledge sharing and transfer platform to strengthen SIDS universities capacity and SIDS government policy interventions. It aims to bring the power of academic rigor to generate innovative and applied policy-based solutions to islands’ problems. 
MEET THE DIRECTOR
Dr Kalim Shah 
Director, Island Policy Lab
Dr Shah is the Director of the Island Policy Lab and Assistant Professor of Energy & Environmental Policy at the Biden School of Public Policy & Administration, University of Delaware.  He is a recognized expert on public policy, regulation and governance in small islands. His research addresses science-based policy and regulatory design for climate change, pollution prevention, industrialization and sustainable development. Over the last 15 years, his policy innovations have made him sought out by multilateral organizations, government agencies and business associations for advisory services. Such innovations include his ‘legitimacy gap’ in public-private partnerships; his livelihood vulnerability to climate change estimation method for islands; and the ‘triple stream’ climate adaptation policy model in constrained governance regimes. His work appears in high-impact factor journals including Energy PolicyEnergy Strategy ReviewsJournal of Cleaner ProductionPolicy SciencesBusiness Strategy and the Environment and others.  Dr Shah is originally from Trinidad and Tobago.

Science, Technology & innovation for Sustainability in Small Island States: Key Implications for Policy and Practice

This Policy Brief follows the discussions of  two online workshops the Island Policy Lab conducted in 2020. The webinars received speakers from different fields – academics, think-tanks, governmental officials and analysts from intergovernmental organizations – and discussed innovation and technology acquisition and implementation issues in Small Island Developing States (SIDS) as   well as ways to improve efforts for SIDS to get access to newer technologies.

A Resource and Policy Driven Assessment of the Geothermal Energy Potential Across the Islands of St. Vincent and the Grenadines

The paper highlights the renewable energy profile of the VG and the projected economic benefits of the proposed 10 MW geothermal powerplant, and its role in the transition to a more climate-sensitive nation. In addition, a Monte Carlo simulation has been applied which shows that the geothermal reservoir can sustain a minimum of 31 MW, 34 MW and 92 MW over 25–30 years for different scenarios. Several policy approaches are identified as potential means of enhancing geothermal resource development and leveraging the resource for the islands’ sustainable energy demands.

Preparing public health at the front lines: effectiveness of training received by environmental health inspectors in the Caribbean

This study focuses on the Three-Step training program in the Caribbean, which is required by health ministries for entry into the environmental health inspectorate. 22 focus groups were completed in five Caribbean countries where 94 participants were trained. Findings suggest: program strengths; experts weaknesses in delivering advanced subjects; opportunities for enhancing field-training; and threats to program survival that can reduce program attractiveness. Interestingly, academic trainers and practitioners differ on the importance of certain knowledge sets, such as legal skills and epidemiological data analysis. These findings can guide how institutions work together to modernize the Three-Step training program.

On March 11th, Dr Shah joined Tara Ramanathan and Vivek Bhatia to discuss key policy and challenges for developing countries wishing to transition to green economies. This event was organized by the The Ramphal Institute and supported by the UK government.
Technology and Innovation Policy on for islands sustainability

This session is being held by the Island Policy Lab in conjunction with the UN Universities Consortium of Small Island States and funded through a grant by the Oak Ridge Associated Universities. We discuss speeding up and scaling up technology driven interventions that promote sustainable development.
