  • The Productivity Commission’s 2025 reporting that physical productivity in residential construction has fallen by 53% over the past three decades, and labour productivity has declined by 12%, highlighted productivity as a major impediment to delivering more homes. For context, economy-wide productivity increased by almost 50% over the same period. Combined with construction costs surging 35% in the past five years, underscores the urgent need for innovative approaches to construction.     Modern Methods of Construction (MMC) offer one of the strongest opportunities to reverse this trend. Victoria’s MMC sector is already demonstrating time savings of up to 40%, improved build quality and significant waste reduction.     The Victorian Government has now released its MMC Statement, outlining the state's package of initiatives and reforms to grow the MMC sector in Victoria.     Several recommendations of the UDIA Victoria have been adopted:  - Regulatory parity between modern and traditional construction methods by modernising any outdated regulations which deter consumers and industry.  - Streamlined approvals through the Development Facilitation - Program, deemed- to-comply standards and removal of permits for many small second dwellings.  - Updating domestic building contracts so they properly reflect how MMC projects are built and allow progress payments to match when most of the work happens in the factory rather than on site.  - Government leadership through procurement, where the state acts as a market maker by using programs like modular schools, kindergartens and regional housing to create reliable demand for MMC. This steady pipeline helps manufacturers scale, invest in facilities and bring down costs – driving broader industry adoption.  - Targeted skills and industry development through the Future of Housing Construction Centre of Excellence, the Digital Jobs program and Skills Solutions Partnerships.    UDIA Victoria looks forward to partnering with industry and government to turn these commitments into real productivity gains in housing delivery across Victoria.     Access the MMC statement here: https://lnkd.in/grS9CKxK

  • Today the Victorian Government announced two planning reforms: • An expansion of the infrastructure contributions system to the 50 additional Train and Tram Zone Activity Centres from July 2027, with a levy of $11,350 per new dwelling. • Changes to car parking rules to allow more homes near high-frequency public transport.   While flexibility on car parking rules is welcome, the extension of infrastructure contributions will increase housing costs, not reduce them. UDIA Victoria CEO spoke to Nine News, the Age and ABC radio, cautioning that the additional developer contribution will inevitably be passed onto home buyers. As Linda told Heidi Murphy: “any new contribution or levy on development is simply going to making housing more expensive.  Developers have no choice but to pass on these costs, as they are already struggling to make projects viable, particularly those that families can afford.” The industry needs more carrots and less sticks – instead of adding to stamp duty, land tax, Windfall Gains Tax (WGT) and a myriad of other property taxes, industry needs assistance to reduce construction and holding costs to deliver homes at a price point that is attainable to more than a select few. UDIA continues to advocate for reforms that encourage development, including changes to WGT and Foreign Purchasers Additional Duty. We remain committed to working closely with both the Victorian Government and Opposition to champion policies that support industry, housing affordability and growing Victorian communities.
