Kalim U. Shah, PhD

Director, Island Policy Lab and Assistant Professor of Energy & Environmental Policy, University of Delaware

Dr. Shah is a sustainable development strategist and technical subject-matter expert with over 18 years of experience as an international consultant and researcher in public policy and institutions mostly directed to the energy, environment, sustainability and green economy arenas.

His advisory and analytical work has specifically influenced energy, climate and regulatory policy in Guyana, Suriname, and the Organization of Eastern Caribbean States through his work with governments, multilateral and industry. Project examples include implementing regulatory impact assessments, evaluating public health training for the Pan American Health Organization, leading CARICOM’s energy-efficient lighting program evaluations, and enhancing island disaster resilience for Global Affairs Canada. Dr. Shah’s most recent projects include industry ESG analysis in Trinidad & Tobago, climate strategy for the IADB Compete Caribbean Program, and crafting the Marshall Islands’ first National Adaptation Plan. He is the CEO/Principal of Valinor Research & Consulting LLC.

At the Joseph R. Biden Jr. School of Public Policy and Administration, as Professor of Energy and Environmental Policy, Dr. Shah directs the Island Policy Lab (IPL), pioneering research in clean technology diffusion, policy adoption models, and climate governance for small economies. The IPL’s work, with significant funding from entities like NOAA, NSF, and various governments, includes studying the health-environment-climate nexus in Jamaican tourism, assessing new plastic substitutes in the US, and integrating climate services in Caribbean energy planning.

As one of the most cited, he has published over 60 peer-reviewed papers on topics ranging from climate-proofing energy infrastructure to climate-smart agriculture. As the Coordinator of the United Nations Universities Consortium of Small Island States, he plays a crucial role in environmental policy and sustainable development. Dr. Shah is also involved as a Lead Author for the UN Global Environmental Outlook Reports, Editorial member of several leading academic journals, Panel Expert Reviewer for the Dutch Research Council Caribbean program, NSF and other prestigious expert committees.

He was a Fulbright Scholar, with a Ph.D. in Public and Environmental Policy from George Mason University and a Masters in Natural Resource Management from the University of the West Indies, Barbados. His extensive field experience in the Wider Caribbean and Latin America, starting in Trinidad & Tobago, now extends well into the Pacific, South East Asia, African and Indian Ocean regions.

Pravesh Raghoo

With nearly eight years of experience in research and consultancy, Pravesh’s work spans a broad range of topics, including techno-economic analysis, energy and climate policy, energy access and security, energy efficiency, and carbon markets.

Current research focuses on redesigning electricity systems to be more decentralized and digitalized, integrating prosumer agency and carbon offsetting strategies to enhance sustainability and resilience.

Atoofa Zainab

Research Associate

Atoofa is experienced in the monitoring and evaluation of development programs and was mainly involved in project management and conducting qualitative research. She is also skilled in the execution of the Technological Innovation Systems approach to identify and analyzed barriers in the diffusion of bio digestion technology.

Her research interests includes energy transition, climate change mitigation and adaptation, where she focuses on the developing systems and procedures for Environmental Impact Evaluations.

Idowu Kunlere

Research Associate

Kunlere is an Energy, Circular Economy, and Sustainability Professional with extensive experience providing cutting-edge advisory services and technical support to multinationals, businesses, and public organizations to help drive sustainable business growth in Nigeria. In addition, he is an Environmental Compliance Specialist with Nigeria’s federal environmental watchdog, National Environmental Standards and Regulations Enforcement Agency.

 

Aditi Chaturvedi

Research Associate

Aditi is a experiences Renewable Energy Engineer with significant experience on several clean energy projects, such as improving the efficiency of solar radiation prediction models using localized and alternative measurement parameters and reaction control mechanisms in fuel cells.

She also has conducted policy research on Monitoring and Evaluation Portals, Green and Blue Hydrogen Pathways, Low Carbon Technologies in Public Sector Utilities, and Solar Technology penetration in rural India.

Isaiah Gangadeen

Research Associate

Isaiah is an Economist and Academic Researcher with Public Economics and Teaching Experience. Skilled in Economic Research, Data Analysis, Causal Inference and Policy Evaluation. Experienced in Business and Industrial Policy, as well as Fiscal Policy and Management.

Ha Wonseok

Research Associate

Ha Wonseok has substantial professional experience within the South Korean Government, serving as Deputy Director in the Ministry of Trade, Industry and Energy. His tenure in public service spanned various critical divisions, including Regulatory Reform and Legal Affairs, Electricity Markets, and International Trade, where he was instrumental in managing and formulating a wide array of policies pivotal to the energy sector.

Dr. Shelly-Ann Cox

Research Associate (Nonresident)

Dr. Shelly-Ann Cox is an experienced ocean professional and fisheries management specialist. She holds an interdisciplinary Ph.D. in Natural Resource Management from the UWI Cave Hill Campus, and a BSc (Hons) in Environmental and Natural Resource Management with Marine Biology from the UWI St. Augustine Campus. Shelly-Ann has ten years’ experience in applied interdisciplinary climate related research and  fisheries management research.
