Most sighted people will see separations in content, in how a section of the page will have a different background color or border, in a prominent block of large text, or in a series of brightly colored icons. Using those visual cues, you're learning how to make sense of the document. People who are using assistive technology also need to understand the organization of the page. The power of cascading style sheets allows web developers to separate the content and structure of their websites from the instructions that shape it visually. Just disabling the CSS on any website gives you an idea of how that website is structured under the glossy appearance. The separation of visual appearance and meaningful structure is intentional.
